The forecast time will be either 7am or 7pm EST (0 and 12 GMT),
corresponding to the two times the computer model that produces the
forecast is run. The model used is the AVN model from the National Center
for Environmental Prediction (NCEP), see http://www.ncep.noaa.gov for more
info. The model takes about 8 hours to run, so new forecasts are usually
available at about 3am and 3pm EST (8 and 20 GMT). If you request the data
soon after the model finishes running, there will be 5 sets of forecast
numbers spanning 2 1/2 days. Data requested later will sometimes result in
only 4 sets of numbers (2 days of forecast data). The first period will be
either "Today" or "Tonight" depending upon what time you grab the
forecast. This will be different for each city, depending upon what time
zone it is in. For example, a forecast for London, England grabbed at 18
GMT will have "Tonight" as the first forecast period, but a forecast
grabbed at the same time for Honolulu, Hawaii, will have "Today" as the
first forecast period.

The 1st set of number in each set gives the expected conditions today as a
number 1 to 14 (code 1 is Clear, see table above). The next two numbers
give the extreme temperature (max or min) in both Fahrenheit and
Centigrade.
